October 2008 Caption

The first President of the United States to address a Joint Session of Congress in the new Hall of the House was Woodrow Wilson, in April, 1913. President John Adams had addressed Congress in November, 1800, but no other president addressed a formal assembly of the House and Senate until Wilson renewed the practice one hundred thirteen years later.
